Abstract
This study presents a new military strategy for Denmark in order to counter Russian hybrid threats below the
threshold of armed conflict. It does so by utilizing realist theory and simple analytical tools.
The study establishes a theory of threat and success in order to propose a comprehensive strategic
approach, and incorporates contextual factors such as U.S.-Russia strategic competition and geopolitics of
the Baltic Sea post the Ukrainian war in February 2022.
The threat assessment concludes that Denmark faces a high-level and likely threat, necessitating a
comprehensive strategy built on three key objectives: accurate recognition and attribution, credible
deterrence through denial and punishment and robust resilience.
The study recommends establishing a central authority under Denmark’s Ministry of Defence as a capacity to
meet the key objectives. This authority would integrate efforts across military and civil sectors and network
with relevant parties.
The study concludes that Denmark’s military strategy should integrate preventive, deterrent, and
coordinated measures to mitigate vulnerabilities and strengthen national defense against hybrid threats.
Continuous evaluation and adjustment will ensure that the strategy remains effective against evolving
threats in a constantly shifting environment
