Abstract
The purpose of this thesis is to recommend key issues for the next iteration of NATO Joint Intelligence doctrine, based on an analysis of the NATO doctrine for Joint Operations and Operational Planning and the NATO EBAO Handbook, aiming at an increased coherence among key doctrines and the Effect Based philosophy.
The main issues to be taken into consideration during the next revise of NATO Joint Intelligence doctrine calls for a holistic approach at the operational level. The operational environment should be perceived as a complex system of systems. A wider conception of actors in the engagement space, including supportive, neutrals and opposing actors should be developed. The systems and the actors and their capabilities ought to include the political, military, economic, sociologic, infrastructural and informational domains. Integration of Non-NATO and civil actors must be subject for an increased focus in future. A formalised intelligence reach back capability, as an integral part of the intelligence C2 -architechture should be exploited. The development of adversary courses of actions should change to include the system dynamics as a whole, including the mentioned range of actors and domains and related capabilities. Measurement of Effectiveness requires increased attention during the entire duration of an operation.
